Abstract

In order to quickly eliminate outbreaks of infectious diseases of animals, which entail their slaughter or killing, compensation is provided to the owners of animals subjected to slaughter or killing or otherwise injured, with the exception of reimbursed amounts received from the sale of products and by-products obtained from animals subjected to slaughter or killing or otherwise injured. Payment of compensation is carried out at the expense of funds provided in the budget of the National Agency for Food Safety, within the limits of the annual amounts allocated for carrying out veterinary and sanitary preventive, supervisory measures and measures to eliminate infectious diseases of animals in the amount covering the market value of the animal on the day of eliminating the source of the disease. Recipients of compensation are legal entities and natural persons - owners of animals on condition that animals are kept in compliance with current legislative norms regarding declaration and mandatory registration in the State Register of Animals and veterinary and sanitary requirements, who have suffered losses as a result of measures to quickly eliminate foci of infectious diseases provided for in Annex No. 1. The amount of losses incurred by the owner of an animal that was slaughtered, killed or otherwise injured, on the day when the measure was taken to eliminate the outbreak of the disease, is determined by a cost assessment commission consisting of a representative of the district/municipal department of agriculture and food industry, the official veterinarian of the territorial unit National Agency for Food Safety, the mayor of the locality or his representative with the participation of the owner of the animal.
