Abstract

Veterinary and Sanitary standards for animal by-products and derivative products, not intended for human consumption establish the measures for the application of: (a) public health and animal health requirements for offal of animal origin and derivative products not intended for human consumption; and (b) requirements for certain samples and products exempt from veterinary and sanitary control at border control points. This Government Decree lists and classifies animal by-products not intended for human consumption. National Agency for Food Safety shall issue authorization for re-processing of animal by-products if re-processing facilities meet the established hygiene and sanitary requirements. The placing on the market, with the exception of import, of milk, dairy products and milk derivatives belonging to the 3-rd category that have not been re-processed, provided that these materials comply with the requirements for derogations for the placing on the market of processed milk according to the established requirements. Import and transit of the following animal by-products is prohibited: (a) unprocessed manure; (b) raw feathers and parts of feathers and down; and (c) beeswax in the form of honeycombs. Import and transit of the following animal by-products is not subject to compliance with any veterinary and sanitary conditions in relation to animal health: (a) wool and hair, industrially washed or otherwise processed, ensuring that all unacceptable risks are eliminated; (b) fur dried for at least two days at ambient temperature environment 18°C and humidity 55%; and (c) wool and hair obtained from animals other than swine, washed by factory method, which consists of immersing wool and hair in a series water baths with soap and caustic soda or caustic potassium; and (d) wool and hair of animal origin, except swine.
