This Government Decree sets up Naval Agency, regulating tasks, rights and duties thereof, and also the modalities of its organization and functioning. The Agency shall be administrative body authorized for certification, issuance of permits, supervision and control in the sphere of water transport, subordinated to the Ministry of Economy and Infrastructure. The English wording shall be “Naval Agency of Republic of Moldova” (abbreviation “NARM”). The purpose of the Agency shall be to ensure the implementation of state policies in the field of water transport and control over the compliance by individuals and legal entities of the regulatory framework in this area to ensure the safety of navigation on inland waterways and within the port areas, the quality and safety of water transport services and navigation in general. The Agency performs the functions established by this Regulation in the following areas: (a) commercial navigation; (b) inland waterway transport; (c) registration and accounting of ships and small-sized fleet under the flag of the Republic of Moldova; (d) certification of crew members; (e) technical supervision of vessels; (e) safety of ships and port facilities; (f) control over business activity; (g) employment security; (h) protection of consumers' rights in the field of water transport; and (i) market supervision in the field of small-size fleet for recreation and marine equipment.
