The Minister of Finance should allow the funding of 3,908,604,835 (three billion nine hundred eight million six hundred four thousand eight hundred and thirty-five) MNT from the government reserve fund to cover the difference in the price of hay and fodder at a 50% discount from the state reserve and transportation costs. The governors of the relevant provinces should be instructed to optimally distribute the hay and fodder from the state reserves to the herdsmen, where the winter is difficult, and to supervise the prevention of misuse and trade, and to submit the performance report along with the relevant documents to the General Directorate of Emergency Situations within the first quarter of 2023. The Deputy Prime Minister of Mongolia shall be responsible for the replenishment of grass and fodder provided by the state reserves with fodder within the first quarter of 2023, and supervise the implementation.
