Abstract

This Regulation establishes the procedure for the organization and implementation of tourism, including ensuring the safety of tourism in protected natural areas of regional and local significance. The organization of tourism in protected areas of regional and local significance is carried out by executive authorities of the constituent entities of the Russian Federation, which are in charge of protected natural of regional and local significance. The organization of tourism shall be intended a set of measures carried out by tourism organizers aimed at ensuring the provision of services in the field of tourism within the boundaries of protected areas of regional and local significance in places and routes specially equipped for this purpose. The concept of "recreational load" means the actual number of people who stay in a protected natural area or in its separate part per unit of time. Services in the field of tourism organization can be provided by: (a) state institutions of the constituent entities of the Russian Federation in relation to protected areas of regional significance, which they manage; (b) state scientific organizations and state educational organizations of higher education - in relation to protected areas of regional significance, which they manage; (c) local self-government bodies in relation to protected areas of local significance, which they manage; (d) executive bodies of the constituent entities of the Russian Federation in relation to protected areas of the regional significance under their management and not under the management of state institutions of the constituent entities of the Russian Federation, as well as state scientific organizations and government educational organizations of higher education; and (e) legal entities engaged in tour operator activities, as well as legal entities and natural persons who, in accordance with the requirements of civil legislation and the legislation of the Russian Federation on the contract system, have concluded an agreement (contract) with the constituent entities of the Russian Federation, state scientific organizations and state educational organizations of higher education, managing protected areas of regional significance, or with local self-government in charge of protected areas of local significance.
