Abstract

This Government Decree establishes the procedure for conducting an experiment on labelling by means of identification of medicinal products for veterinary use on the territory of the Russian Federation. The objectives of the experiment are: (a) determination and coordination with the federal executive bodies authorized to ensure the conduct of the experiment, as well as with manufacturers, importers, wholesale and retail trade organizations of medicinal products for veterinary use, the composition of information about the product, allowing to uniquely identify the commercial unit of medicinal products for veterinary use; (b) testing the possibilities of using technology for applying identification means to medicinal products for veterinary use and the composition of the information contained therein, as well as determining the optimal methods for labeling medicinal products for veterinary use with identification means based on the possibility of using appropriate technological solutions; (c) testing the completeness and sufficiency of labelling mechanisms for identification of medicinal products for veterinary use to ensure combating the illegal import, production and circulation of medicinal products for veterinary use, including counterfeit ones, as well as to increase the collection of taxes and customs duties; (d) organizing effective interaction between government bodies, including control bodies, and participants in the circulation of goods; (e) assessing the effectiveness and efficiency of the information system used for the purpose of conducting the experiment; (f) implementation by participants in the circulation of goods of primary filling of the subsystem of the national catalog of labelled goods of the information system with information about the product, allowing one to uniquely identify the trade unit of medicinal products for veterinary use; (g) development of proposals for amending the legislation of the Russian Federation regulating the circulation of medicinal products for veterinary use; and (h) preparation of proposals for determining the codes of the unified Commodity Nomenclature for Foreign Economic Activity of the Eurasian Economic Union and the codes of the All-Russian Classifier of Products by type of economic activity of medicinal products for veterinary use, subject to mandatory labelling by means of identification.
