Abstract

This Regulation establishes the procedure for the implementation of state monitoring of the state of subsoil and monitoring of the condition of subsoil on a subsoil plot provided for use. State monitoring is a system of regular observations of the state of the subsoil and the processes occurring therein, assessment and forecast of changes in the state of the subsoil under exposure to natural and (or) anthropogenic factors. State monitoring is part of the state environmental monitoring. State authorities of the constituent entities of the Russian Federation when participating in state monitoring, have the right to involve government agencies constituted by the constituent entity of the Russian Federation and (or) contractors under contracts. Federal Agency for Subsoil Management, its territorial bodies and state bodies and institutions subordinate thereto shall carry out state monitoring based on the following data: (a) information obtained as a result of its activities; (b) geological information about the subsoil; (c) information received from other government bodies and their subordinate institutions, government bodies of the constituent entities of the Russian Federation, legal entities and natural persons; and (d) data of the distant zoning of the Earth from outer space. The objectives of state monitoring are: (a) identification, assessment and forecasting of changes in the state of the subsoil under the influence of natural and (or) anthropogenic factors; (b) assessment and forecasting of changes in the state of groundwater; (c) provision of state authorities, local authorities, local self-government, legal entities and natural persons with information about the state of the subsoil and the processes occurring in the subsoil, as well as information on the state of groundwater. State monitoring includes: (a) groundwater monitoring; (b) monitoring of dangerous exogenous geological processes; (c) monitoring of dangerous endogenous geological processes; and (d) monitoring the condition of the subsoil.
