Abstract

Management plan of the hydrographic basin district is developed by the central public authority competent in the field of the protection of environment, through subordinate institutions responsible for water resources management, in agreement with the committee of the given basin district. The management plan can be supplemented by other detailed management programs and plans for each sub-basin, sector, waterbody in order to comply with private aspects of water resources management. A management plan is being developed for the part of the hydrographic basin located on territory of the country, and cooperation with neighboring countries is ensured on the basis of signed bilateral agreements and provisions of international treaties, a party to which is the Republic of Moldova. The purpose of developing a management plan is to ensure the management, protection and efficient use of water resources and ecosystems associated with the basin district for the gradual achievement of envisaged environmental objectives. The management plan includes environmental objectives in relation to the state of surface water resources, underground water resources and protected areas of this basin district for the purposes of protection, improvement, restoration of waterbodies and prevention of deterioration the state of all waterbodies, as well as the timing of achieving these goals. The management plan characterizes the basin district, for which it is intended, based on data on identified surface and groundwater bodies and contains the following data: (a) a general description of the characteristics and natural conditions of the basin district, including surface and underground waterbodies, types and other qualities of water; (b) a brief overview of the significant pressures and impacts of human activities on state of surface and ground waters, including assessment of pollution from point and diffuse sources, as well as soil use; (c) identification and cartographic representation of protected areas; (d) analysis and evaluation of the monitoring network and the results of monitoring of surface and groundwater; (e) assessment of the quality and quantity of water resources within the basin district and priorities for special water use; (f) assessment of risks associated with water scarcity, drought, floods, pollution and the state of dams in the basin district, as well as the costs of preventing, reducing or minimization of such risks; (g) assessment of existing protected areas and specially protected areas for water sources and for ecosystems approved in accordance with the national legislation, as well as identifying the need to approve new territories or zones or changes to existing ones, including the establishment of sanitary protected zones for sources of drinking water from underground and surface waters; (h) planning the construction of water supply systems and new wastewater treatment plants; (i) risk assessment of the development of adverse exogenous processes that may affect the state of the waters; (k) information on inspections of water intakes and installation of dams; (l) information on permits for direct discharges into surface and underground waterbodies; (m) presentation of economic analysis of water use; (n) a summary of the planned measures in the program of measures for the gradual achieving environmental objectives, including determining the types of water use, conditions of restrictions on the use of waters and regulation of anthropogenic impact on waterbodies; (o) analysis of the necessary financial resources for the implementation of the management plan; and (p) other requirements arising from the specifics of the given basin district.
