Section 3 establishes that no person shall: a) generate hazardous waste in quantities equal to or greater than those specified in the Schedule; b) permit hazardous wastes that are: i) solid wastes in quantities of 5 kg or more, ii) liquid wastes in quantities of 5 l or more, or iii) liquid or solid wastes that contain more than 500 g of PCB; c) store or provide storage facilities for hazardous waste generated by another person; unless that person has applied for and submitted on a form provided by the department, an initial Generator Registration Report to the director, and obtained a provincial registration number.
