Abstract

These Regulations, surviving the under Animal Health Act, provide with respect to the protection of health of animals in Namibia and, more specifically control the movement of animals and animal products in Namibia, including also the importation of animals and infectious things. They define duties of owners, occupier and (state) veterinarians for purposes of controlling diseases affecting animals. Also, no person shall use, or cause or permit to be used, or dispose of for use, the milk of an animal which is infected or suspected of being infected with rabies or anthrax. The Regulations provide for a wide variety of matters including, among other things, matters such as compensation for destroyed animals, restrictions on feeding of animals and on the importation, manufacture and use of products related to animals such as any vaccine, serum, toxin, antitoxin, antigen, or other product derived wholly or partly from any micro-organism, or from glands, organs, fluids, or any other part of any animal, and used, or intended to be used, in or for testing, treatment, or immunization of any animal for or against any diseases; or any material or substance likely to spread any disease among animals. No person shall import into the Republic any product, as defined in Part I of these regulations, except upon the authority of a written permit issued by the Director or by such other person as the Director may designate, and in accordance with such conditions as are specified in the permit, or in an Annexure thereto. Specific rules shall apply to poultry.
