Abstract This Regulation provides all necessary standards and general conditions for the supply of thermal energy, including: the procedure for granting prior consent of thermal energy and creating conditions for connection to the distribution network; the issuance of the thermal energy approval; the conditions for joining, delivery and supply of heat and use of the heating system; monitoring over the security of supply and quality; mutual contractual agreements between distributors and users of thermal energy networks; the obligations and responsibilities of thermal energy and network users; the conditions of measurement, calculation and payment of delivered heat; the conditions for the use of restrictions or suspension over the delivery of thermal energy; procedures for determination and calculation of illegal consumption of thermal energy.
