Abstract

This Regulation sets forth a regulatory framework that provides that where there are threats of serious or irreversible environmental damage, a lack of full scientific certainty should not be used as a reason for postponing cost-effective measures to prevent environmental degradation; and provides an efficient and effective system for the application of gene technologies. The system includes risks assessment- matters to be taken into account in relation to dealings proposed to be authorised by a licence, requirements in relation to notifiable low risk dealings, and the procedures for certification and accreditation.
