Abstract This Act lays down provisions on human rights and fundamental freedoms to guarantee gender equality and non-discrimination; general obligations of the Government and functions of the Minister to promote gender equality; administration and implementation of this Act; gender mainstreaming and gender responsive budgeting; enforcement of rights; and offences and penalties. This Act recognizes that gender discrimination is a violation of human rights, and all women are entitled to substantive equality in all areas of their lives, on an equal basis with men.
