Abstract

These Regulations, consisting of 55 sections divided into ten Parts and completed by three Schedules, implement the Gas Act 1997 by providing specifications on: licensing of gas entities and licence fees; residential energy efficiency schemes; greenhouse gas reduction targets; gas entities’ powers and duties; safety and technical issues; reporting of accidents and on the quality of gas supplied through distribution system; etc. The Regulations are divided into the following Parts: Preliminary (1); Administration (2); Licensing of gas entities (3); Retailer Energy Efficiency Scheme (4); Price regulation (5); Standard terms and conditions (6); Default contracts (7); Gas entities' powers and duties (8); Regulation of NERL retailers (8A); Safety and technical issues (9); and Miscellaneous (10).
