Abstract Section 3 of the present Act establishes that no person shall construct or operate a gas pipe line in the province unless authorized so to do by an order of the board. For the purpose of determining whether the construction or operation of a gas pipe line should be authorized, or for the purpose of examining into the operation of any gas pipe line, the board may appoint or direct any duly qualified person to make an inquiry and report upon any application or upon the operation of any gas pipe line.
