Section 2 defines the application sphere of the Act by specifying the kinds of fumigation (defined in section 1) to which the Act does not apply. A person may not sell fumigating substances (defined in section 1) to other persons than a fumigator licensed under section 4 by the Minister as a licensed fumigator except with the written permission of the Chief Medical Officer and only licensed fumigators may purchase fumigating substances. No person except a licensed fumigator or a person acting under the immediate supervision and directions of a licensed fumigator shall carry out or take part in any fumigation; and any person who contravenes this subsection commits an offence against this Act.
