Section 2 defines the application sphere of the Act by specifying the kinds of fumigation (defined in section 1) to which the Act does not apply. A person may not sell fumigating substances (defined in section 1) to other persons than a fumigator licensed under section 4 by the Minister as a licensed fumigator except with the written permission of the Chief Medical Officer and only licensed fumigators may purchase fumigating substances.
