Foundations for drilling saline ground wells in the Jordan Valley region of 2022 issued pursuant to paragraph (f) of Article 10 of the Water Authority Law No.18 of 1988 and its amendments, and Articles 7 and 25 of the Groundwater Monitoring System No.85 of 2002 and its amendments.

Abstract

This document consisting of 12 articles includes the recommendations of the Services, Infrastructure and Social Affairs Committee to dig wells in agricultural units mainly for irrigation purposes. Article 2 circumscribes the area in which these principles apply. The Board of Directors of the Water Authority may, upon the recommendation of the Secretary General of the Water Authority, grant a license to drill a well by the conditions outlined in these regulations. The requirements to be granted a license to drill a well are provided in article 4, taking into account that Article 5 states that it is not permissible to use the water extracted from the well except for irrigation purposes for the units benefiting from the well. Article 5 specifies that the Jordan Valley Authority does not bear any responsibility as a result of the change in water quality or its impact on the soil, crops, pumps, or others. The owner of agricultural units or any of their shares may not be granted more than a license to drill a well (art.7) unless concerns unconnected agricultural units, owned by a single owner, impossible to transfer water between them (art.8). The license holder shall allow the employees of the Water Authority as well as the employees of the Jordan Valley Authority to enter the area of the well easily and at any time, to carry out the work entrusted to them under the laws and regulations in force (art.9). It is necessary to present a bank guarantee to comply with the terms of the drilling license granted by these rules.
