Abstract The Implementation Regulation consists of 7 Chapters divided into 27 articles. Article 3 defines the state forests, public and private forests. Article 4 gives the definition of uncultivated mountain and field. Chapter 2 mainly deals with the ownership and the administration, the land that registered as forests land shall not be used as other purpose. The confiscation of public or private forests shall be compensated for equivalent forests. Chapter 3 concerns the right of use, and the management of state forests, it rules the responsibilities to the user of the forests. Chapter 4 concerns the management of protection forests.
