According to the present Law “forest” is any land on which forestry plants grow. The competent authority issues forestry guidelines in order to ensure the required factors for the development of sound living and economical conditions. The purpose of this plan is, inter alia, to: 1) conserve the forest; 2) improve the positive effects of forests on the environment of Hamburg; 3) promote the recreational aspect of forests.
