Abstract

Purpose of this Law is "to regulate the protection of forests, the proper utilization and regeneration of forests" (art. 1). The State may grant to citizens, economic entities and organizations (a) ownership rights, (b) the use of forests and forest products and (c) the ownership of timber, according to the legislation in force, contracts and licences and upon payment of the relevant charges. The management regime of forests is based on the following classification: (a) Special forest zones, consisting of sub-alpine forests, virgin zones and protected zones within National Conservation Parks; (b) Protected forest zones, which include, inter alia, forests of the specially protected areas, the green zone, prohibited strips, oases, small tree groupings, etc.; (c) Industrial forest zones, consisting of all other forests except those listed above. Management and conservation measures shall include forest fire protection, protection from diseases and harmful insects and cleaning of forests. Chapter 6 deals with forest utilization, i.e. determination of the volume of the harvest, stipulation of timber contracts, issuance of licences for cutting trees, obligations of the forest user, etc.
