Abstract

This Act is composed of 42 sections relating essentially to the protection against and tackling of forest fires. The Minister of Lands and Forests may appoint fire guardians and enter into fire control agreements with persons carrying out industrial or commercial forest operations, with federal or provincial governments. Other provisions relate to the duties and responsibilities of municipal districts, railway companies and forest travellers. Outdoor fires, fire permits, precautionary measures in towns, etc. are all regulated by this Act. It is the duty of every person carrying out forestry industrial or commercial operations to submit a fire control plan to the Minister. The latter may suspend the operations until a satisfactory plan has been submitted. The Minister may carry out on any land any control measures he considers advisable for the prevention and control of injurious forest treepest infestations. Apparantly anomalous provisions, in the context of this Act, are included attributing to the Minister the power to carry out on any land such control measures as he considers advisable for the prevention and control of injurious forest tree pest infestations, as well as clean-up operations for oil and gas industry pollution.
