The purpose of the Fund is to assist farmers in areas affected by foot and mouth disease with interest-free loans as a cash advance scheme. Farmers shall pledge their cattle as security for the loans. The Accounting Officer in the Ministry responsible for Agriculture shall be responsible for the administration of the Fund in accordance with the provisions of this Order.
