Abstract

These Regulations provide for measures to fight and prevent foot and mouth disease affecting horse, ass, mule, ox, sheep, goat or other ruminating animal or pig. Regulation 3 introduces an obligation to give notice of diseased animals or suspicion of diseased animals, and imposes a similar duty on veterinary surgeons. Where the Chief Agricultural Officer receives such information or has reasonable grounds for suspecting that foot and mouth on any premises, he or she shall forthwith cause a notice in the Form A in the Schedule to these Regulations to be served on the occupier of any premises whereon such animal is or with respect to which such suspicion exists. The suspected place shall be immediately inspected by an inspector and shall be kept in quarantine. It shall be unlawful to move any animal out of the area lying within a radius of five miles from the place of the suspected outbreak except where the movement, being movement entirely within the area, is necessary or expedient for the detention of the animal and provided that an inspector may by a license in the Form C of the Schedule to these Regulations and subject to such conditions as are set out in such license, authorize movement.
