Abstract The Act seeks to provide for the creation of an effective food security system in order to prevent future food shortages like those which occurred in the 1970's and 1980's. The Act provides for the establishment of the Food Security Department as an independent department within the Ministry of Agriculture and a Board of Trustees of the Food Security Department. The Board of Trustees shall be composed of Government officials and other persons as the Board with approval of the Minister may co-opt. The Board shall be generally overseeing and coordinating the activities of the Government designed to procure, store and release grain for security purposes and shall advise the Minister during a situation of food shortage. The Department shall, inter alia, have the following tasks: for the establishment of Advise the Government on food security policies; coordinate food security policies; implement programmes on food security; collect and process data on food security; monitor the country's food situation; cooperate and exchange information about food security at a national and international level; report to the Government annually on the level of export of major cereal stable crops; coordinate activities concerning food aid; review and propose the nation's Strategic Grain Reserve level; procure crops; monitor cultivation of food crops; prepare and implement the process of the Strategic Grain Reserve re-cycling/rotation and release (sect. 10). The Department shall be headed by a Food Security Department Director.
