Abstract

This Act provides a safety net to food producers so as to maintain a domestic safe, varied, affordable food and fiber supply. It makes provision for direct and loans to farmers of various agricultural products including peanuts, sugar, dairy products and cotton. It also provides with respect to child nutrition programs, animal health (including health of aquatic animals), agricultural biosecurity, organic agriculture and other programs to provide aid to agriculture. The Act establishes, among other things: a Consultative Group to Eliminate the Use of Child Labor and Forced Labor in Imported Agricultural Products; a Farm and Ranch Stress Assistance Network; a Pest and Disease Revolving Loan Fund; and an Office of Homeland Security. It also requires the Secretary of Agriculture to establish a voluntary trichinae certification program, an Advisory Committee on Minority Farmers, a biosecurity research program and a Coordinator for Chronically Underserved Rural Areas. The Secretary shall provide research and education grants, on a competitive basis— (1) to study the development of antibiotic-resistant bacteria, including— (A) movement of antibiotic-resistant bacteria into groundwater and surface water; and (B) the effect on antibiotic resistance from various drug use regimens; and (2) to study and ensure the judicious use of antibiotics in veterinary and human medicine, including— (A) methods and practices of animal husbandry; (B) safe and effective alternatives to antibiotics; (C) the development of better veterinary diagnostics to improve decisionmaking; and (D) the identification of conditions or factors that affect antibiotic use on farms
