The Cook Islands Health Board shall be responsible to the Minister of Health for the administration of this Act. The Board may from time to time appoint a Food Safety Advisory Committee to advise the Board on food standards and food safety matters and to carry out such functions as the Board may determine. No person shall use or allow any place to be used as premises unless a Food Premise Licence has been issued under this Act in respect of such place. Also abattoirs require a similar licence. Any person who prepares or sells any food that is: (a) unfit or unsafe for human consumption; (b) adulterated (defined); or (c) damaged, deteriorated or perished; shall be guilty of an offence.
