Abstract

This Title of Article 15 of the Environmental Conservation Law of New York (the Article 15 being known as the Water Resources Law of New York) provides for flood control. More specifically, it provides for the state participation in federal flood control program, and sets out detailed rules on receipt of funds by comptroller; appropriation for flood control purposes; acquirement of property for flood control; projects authorized; powers and duties of commissioner of environmental conservation of New York on these matter; municipal participation in federal program; raising and disbursement of funds; local cooperation agreements; use of lands acquired for other purposes for flood control; and dual purpose use.
