Sparsely populated indigenous peoples and local ethnic communities shall have preferential hunting rights when using traditional hunting methods and hunting gear. Hunting and fishing shall be carried out in accordance with written hunting and fishing authorizations issued by the competent regional authority. Commercial hunting shall be subject to a fee, while hunting for scientific, educational or recreational purposes may be carried out either free of charge or for a fee. Hunting of mammals for scientific, educational and recreational purposes may be carried out throughout the year. Capture of mammals for the purpose of artisanal captive breeding shall be authorized for up to five animals of each species, and trade thereof shall be prohibited. Birders may capture song birds from 1 August to 15 May and each artisanal birder shall be authorized to catch up to five birds of each species. The capture of five specimens of amphibians and reptiles of each species for artisanal captive breeding shall not require authorization. Full text Russian Website www.kodeks.ru
