As a general rule, no person shall: (a) in any way collect, take, or dive for fish using underwater breathing apparatus; or (b) be in possession of underwater breathing apparatus for the purpose of collecting, catching and diving for fish. The Regulations, however, grant power to the Permanent Secretary of the Fisheries Department to exempt, at certain conditions, persons holding a valid licence to use breathing apparatus.
