No person shall land, sell, offer to sale or otherwise dispose of or buy, offer to buy or otherwise acquire, any lobster which: (a) if of a total length of less than ten inches; or (b) is of a length of less than three and one-half inches measured form between the base of the ocular horns to the rear margin of the carapace or cape.
