They grant powers to the Minister to fix the maximum number and type of foreign vessels that may conduct fishing operations in territorial waters of Sierra Leone (reg. 3) and to grant fishery licenses under regulation 4, require foreign fishing vessels to report at port for examination of equipment and seaworthiness, prohibit the discharge, exportation or transhipment of fish without a permit from the Chief Fisheries Officer of the Ministry (reg. 6), require licensed foreign fishing vessels to have a Fisheries Inspector on board during fishing operations in territorial waters of Sierra Leone (reg. 7), require 25 percent of the fish discharged by foreign fishing vessels to be sold on the market of Sierra Leone, prescribe royalties (reg. 9) and prohibit all fishing by foreign fishing vessels larger than 200 GRT in territorial waters of Sierra Leone (reg. 10).
