Abstract

This Subpart of Part 648 of the Code of Federal Regulations, among other things: requires the Scup Monitoring Committee to recommend to the Mid-Atlantic Fishery Management Council (MAFMC) separate ACLs for the commercial and recreational scup fisheries and to identify and review the relevant sources of management uncertainty to recommend ACTs for the commercial and recreational fishing sectors as part of the scup specification process; specifies restrictions on Scup fisheries (gear, size seasons, protection of threatened and endangered sea turtles). The Regional Administrator will monitor the harvest of commercial quota for each quota period based on dealer reports, state data, and other available information and shall determine the date when the commercial quota for a period will be harvested.
