The Regulations prescribe, among other things: gear and crew restrictions, shell-height standard, possession and landing limits, acceptable biological catch (ABC), annual catch limits (ACL), annual catch targets (ACT), DAS allocations, and individual fishing quotas (IFQ). They also provide with respect to sea scallop area rotation programs and other management and conservation measures, Essential Fish Habitat closed areas, state waters exemption and framework adjustments to management measures.
