The General Use Zone shall be open only for fishermen who currently use this Zone. These fishermen shall apply for a licence. Use of certain gear is not permitted in the Zone (reg. 4). There shall be only "non extractive recreational activities" in the Conservation Zone. In this Zone only residents of the Reef area who have special licences shall be allowed to fish for subsistence only. Sport fishing shall be conducted only on a catch-and-release basis and requires a licence (reg. 5). In the Wilderness Zone use of motorised boats and any fishing whatsoever is prohibited (reg. 6). Fishing in the Seasonal Closure Zone shall be carried out with a relevant licence issued by the Fisheries Administrator. The Zone shall be closed form the 1st December to the 1st of March (reg. 7). Part III concerns the application for and issue of commercial fishing licences. Licences issued under these Regulations shall not be transferable.
