It consists of 162 sections and is divided into six Chapters. Chapter 3 regulates commercial fishery. It sets fishery symbols (Part 1), line units (Part 2), conditions for particular authorities (Part 3), conditions for boat licences (Part 4) and filleting permits (Part 5). Part 3 also contains provisions on fishing gear and fishing methods. Chapter 5 contains miscellaneous provisions among others on the reviewing of the plan and on offences and penalties.
