Every operator of a fishery enterprise shall with respect to any vessel, premises, establishment, site or means of transport, comply with the health conditions and requirement as prescribed in the Schedules to these Regulations. Control, certification, monitoring and licensing of operators shall be the responsibility of the Health Protection Board established by section 3 of the Public Health Ordinance.
