A fertiliser is defined as a substance or preparation the purpose of use of which is to provide plants with nutrients. For the purposes of this Act, lime the purpose of use of which is to deacidify soil is also a fertiliser. For the purposes of this Act, organic fertilisers that are processed according to this Act and that conform to the requirements established for fertilisers are also deemed to be fertilisers. Organic fertilisers are fertilisers that are mainly composed of organic substances of plant or animal origin. For the purposes of this Act, the handling of a fertiliser means the production, packaging, marking and import of a fertiliser into Estonia for distribution purposes, and the distribution of a fertiliser.
