To this end, Section 3 lays down particular prohibitions. No person shall, inter alia: (a) transport certain quantities of fertile soil without the written permission of the Director of Agriculture; (b) render unsuitable fertile soil by mixing it with stones or by any other means; (c) cover fertile soil, unless it is considered necessary in connection with agriculture. Section 4 regards erection of buildings on areas where fertile soil exist. Sections 9 and 10 establish penalties.
