Abstract The present Law establishes the general principles of formation, distribution, storage, use, replenishment and refreshment of state material reserve. State material reserve is a special federal (Pan-Russian) stock of material values destined for the use for the purposes and in accordance with the modalities established by the present Federal Law. State material reserve is composed of the stock of material values for mobilization needs of the Russian Federation (mobilization reserve), stock of strategic materials and commodities, stock of material values for the ensuring urgent activity in the process of liquidation of the consequences of emergencies. The document consists of VI Chapters that contain 20 Articles. Chapter I (arts. 1-8) lays down general provisions. Chapter II (Arts.9-11) regards organization of delivery of material values to the state reserve and its distribution. Chapter III (Arts.12-15) establishes the modalities of delivery of material values to and from the state reserve. Chapter IV (Arts.16-17) deals with financial responsibility.
