The Federal Law enters into force from the date of its official publication.
Abstract

The present Federal Law determines general legal, economic and social basis of the ensuring fire prevention in the Russian Federation, regulates relations in this sphere between state executive bodies, local self-government, enterprises, institutions, organizations, peasant farms, other legal persons irrespectively of their organizational and legal forms and forms of property, as well as between social associations, officials, Russian nationals, foreign citizens and stateless persons. Ensuring fire prevention is one of the principal functions of the state. State fire supervision in the forests shall be carried out by the bodies of the Federal Forest Service (art. 6). The Federal Law consists of 6 Chapters composed of 42 articles. Chapter 1 (arts. 1-3) lays down general provisions. Chapter 2 (arts. 4-15) regards fire security service. Chapter 3 (arts. 16-19) establishes plenary powers of state executive bodies and local self-government in the field of fire prevention. Chapter 4 (arts. 20-33) regards ensuring fire safety. Chapter 5 (arts. 34-39) establishes the rights, duties and liability in the field of fire safety. Chapter 6 (arts. 40-42) lays down final provisions.
