Abstract Part one of the Article 11 of the Law No. 2395-I on subsoil shall acquire a new wording “Concession of subsoil for management, including concession by the regional executive bodies, shall be legalized as special state authorization in the form of licence, including the issuance of licence on set form bearing state emblem of the Russian Federation, textual, graphic and other annexes that are integral parts of the aforesaid licence and specifying terms and conditions of subsoil management”. Item 3 of the Article 12 of the Federal Law No. 174-FZ "On ecological expertise" shall acquire a new wording “materials substantiating licences for some activities subject to licensing in accordance with Federal Law “On licensing of come activities” issued by regional executive bodies except for materials substantiating licences for collection, management, treatment, transportation and disposal of waste”.
