This Federal Law enters into force ninety days after the date of its official publication.
Abstract

This Federal Law establishes organizational and legal requirements in the sphere of ensuring safety of fuel and energy complex, except for nuclear energy objects. The purpose of this Federal law shall be to ensure stable and safe functioning of the objects of fuel and energy complex and protection thereof against illegal intrusion. Objects of fuel and energy complex shall be classified according to the following categories: (a) high risk; (b) medium risk; and (c) low risk. Only legal persons registered on the territory of the Russian Federation can be responsible for ensuring safety of the objects of fuel and energy complex. Owners of the objects of fuel and energy complex classified as high risk cannot rent out constructions, sites or plots of land without prior consent of regional executive bodies. In the process of projecting of the objects of fuel and energy complex shall be envisaged special measures and arrangements for localization and mitigation of the consequences of disasters. Each object of fuel and energy complex shall be issued safety certificate containing limited access data.
