Abstract Federal Law No. 468-FZ "On viticulture and winemaking in the Russian Federation" defines planting of vine plantations as the process the creation of vine plantations for the production of viticulture and winemaking products, as well as for scientific purposes by planting them on land areas or land plots, which includes the implementation of interrelated measures preceding the planting of vine plantations for pre-planting preparation of land areas or land plots, production and (or) the acquisition of seedlings, the implementation of land reclamation measures, the installation of trellises. Information on vineyards entered in the absence of data obtained in accordance with the procedure established by law at interdepartmental request within the interdepartmental information exchange, data of grapevine plantings certificates, yield declarations and inventories of vine plantations, is subject to exclusion from the federal register of grape plantations. Subjects of viticulture and winemaking send certificates of vine plantations to the Federal Self-Regulatory Organization of winegrowers and winemakers of Russia, regardless of membership in the Federal self-regulatory organization of winegrowers and winemakers of Russia. Federal self-regulatory organization of winegrowers and winemakers of Russia sends received certificates of vineyards in the electronic form and the information contained in them to the authorized federal executive body in the manner established by the authorized federal executive body. An inventory of vineyards is carried out by the federal executive body exercising the functions of veterinary and phytosanitary supervision, in accordance with the procedure established by the authorized federal executive body at least once every two years for each grape planting.
