Abstract This Federal Law defines the concept of the Unified energy system of Russia as an electric power system that is located within the territory of the Russian Federation and a centralized operational and dispatching system, the management of which is performed by the system operator of the Unified energy system of Russia; and the concept of reliability and stability of the electric power system related to generation, transmission and supply of electric energy to the consumers. It also establishes the measures of state regulation in the sphere of reliability and stability of hydropower generation and distribution.
