Abstract

The Act amends the long title of the Fauna and Flora Protection Ordinance as follows: "An Ordinance to provide for the protection, conservation and preservation of the fauna and flora of Sri Lanka; for the prevention of the commercial exploitation of such fauna and flora; and to provide for matters connected therewith or incidental thereto". The headings of Parts II and III now read: "Elephants and Buffaloes" (Part II); and "Vertebrates and Invertebrates" (Part III). Further amendments are made to several sections concerning inter alia: (a) the control and management of national reserves; (b) the protection of elephants and buffaloes in areas outside national reserves and sanctuaries; (c) the capture and keeping of protected animals; (d) offences and penalties (in particular, Sections 31A and 31B are inserted, on offences relating to amphibians and fish included in Schedules III and IV of the Act); (e) prohibitions on the import or export of protected animals without permits; (f) protection of plants; (g) powers of the officers of the Department of Wildlife Conservation or police officers in respect of unlicensed guns. The Act is followed by six Schedules containing the list of protected animals.
