Subject to section 3, any farmer may apply to a farmers union for the issue of a licence in terms of section four. After making such investigations into the applicant’s agricultural activities as it considers necessary, a farmers union may issue a licence to the applicant and shall not refuse a licence on the ground that the applicant is not a member of the farmers union.
