Under section 3 the Act confers to the Governor in Council the power to establish a list of goods and technology, to be called respectively Export Control List and Import Control List; these lists include any article for export/import or transfer of which the Governor in Council deems it necessary to control for a series of specified purposes. Among the purposes for import the Act makes reference to actions aimed at supporting the price of an article under the Agricultural Marketing Programs Act and the Canadian Dairy Commission Act.
