This Executive Order enters into force immediately.
Abstract

The President of the Philippines, by virtue of the powers vested by law, transfers the following agencies from the Department of Agriculture to the Office of the President: a) National Food Authority; b) National Irrigation Administration; c) Philippine Coconut Authority; and d) Fertilizer and Pesticide Authority. The National Food Authority (NFA) was created by virtue of Presidential Decree (PD) No. 4 (s. 1972), as amended, in order to strengthen the national strategy for the integrated growth and development of the food industry to insure adequate and continuous supply at reasonable prices; The National Irrigation Administration (NIA) was created by virtue of Republic Act No. 3601 (1963), as amended, to expand irrigated farmlands in order to better program the production of agricultural crops, increase the productivity of our farmers and ensure a stable supply of farm commodities; The Philippine Coconut Authority (PCA) was created by virtue of PD No. 232 (s. 1973), as amended, in order to promote the accelerated development of the coconut and other palm oils industry; The Fertilizer and Pesticide Authority (FPA) was created by virtue of PD No. 1144 (s. 1977) for the purpose of assuring the agricultural sector of adequate supplies of fertilizer and pesticide at reasonable prices, rationalizing the manufacture and marketing of fertilizer, protecting the public from the risks inherent in the use of pesticides, and educating the agricultural sector in the use of these inputs.
