The 43 articles are divided into seven Parts: General Definitions (I); Registration and Licences (II); Drilling Contracts (III); Water Utilization (IV); Violations and Penalties (V); Procedures (VI); General Regulations (VII). A licence for drilling of water wells is required and drilling contractors shall be registered (arts. 2 and 3). Drilling contractors shall sign written contracts with well owners in the form prescribed by the Ministry (sect. 9). Part IV deals with water use priorities and obligations of farmers.
