Abstract To raise the living standards and improve quality of life of the Jordanian population, the Ministry of Planning developed the Executive Development Program 2016 – 2018 (EDP), a national-wide multi sectoral document that is a first step of the mid-term implementation of the vision for the next ten years represented by the Jordan Vision 2025. The EDP has been created through a participatory approach, outlining development priorities and key reforms. The Program aims to: (i) create a framework with popular participation in the development decision-making process; (ii) enhance the productive capacity of the Governorates based on their competitive features; (iii) enable the Governorates and the other local bodies to define their development priorities; (iv) improve a local development planning system ensuring successful implementation of the decentralization project at governorate level; (v) study the developmental reality in the Governorates together with an analysis of the demographic, economic and social sector indicators (the most important of them are poverty, unemployment, household income and expenditure, education, health, labor market and infrastructure).
